Support HB 526: Maryland First Scholarship

By Mary Ellen Russell, Executive Director

Senate Education, Health and Environmental Affairs Committee (Apr 3, 2013)

The Maryland Catholic Conference represents the public-policy interests of the three (arch) dioceses serving Maryland, which include the Archdioceses of Baltimore and Washington and the Diocese of Wilmington.

The Conference supports House Bill 526 which establishes the Maryland First Scholarship for first-generation students whose parents have not earned a college degree. The successful scholarship recipient must meet certain criteria as well as complete community service in high school. Nearly 30% of entering college freshmen in the United States are first-generation college students.

The Conference supports any opportunity for students whose parents did not attend college to pursue higher education. Passage of House Bill 526 will help create a fair and just society by providing needed opportunities for a large group of students to receive a college education.

For the above reasons, the Conference requests a favorable report on House Bill 526.
