Maryland’s Catholic and other nonpublic schools contribute an important public service as part of the state’s extended educational community, saving the state $1.5 billion annually* in per-pupil costs. Our schools currently face an urgent challenge in keeping tuition affordable for lower- and middle-income families while justly compensating our teachers. As fewer families are able to afford tuition, enrollments are decreasing, leading in some cases to school closings, which negatively impact local communities and increase costs for public schools. For this reason, it is in the best interests of all segments of Maryland’s educational community to provide equitable state support to nonpublic school students, teachers and families.

* 136,973 K-12 nonpublic students X $10,800, the state average per pupil cost in 2005-06

Textbook/Technology Funding
Conference Position

Restore funding for the Nonpublic School Textbook/Technology Loan Program to $6 million; or at a minimum maintain the current funding level of $ 4 million.

Learn More: The program funds nonreligious textbooks and computer hardware and software for more than 87,000 students at more than 330 nonpublic schools throughout the state.  
Quality Teacher Incentive Tax Credit
Conference Position

Support legislation (SB 388) to extend the Quality Teacher Incentive Tax Credit to nonpublic school teachers.

Learn More: The program that provides a $1,500 state income tax credit to public school teachers should be extended to nonpublic school teachers as well.  
BOAST Maryland Tax Credit
Conference Position

Support legislation (SB 373/HB 812) to create the BOAST Maryland Tax Credit (Building Opportunities for All Students and Teachers in Maryland).

Learn More: The program would provide a state income tax credit to businesses that donate to programs that benefit all of Maryland's students and teachers.
